Scott Anderson is the Waste Operations and Logistics Manager for UCOR. Scott has over 37 years of experience in the operation, decommissioning, and demolition of nuclear facilities, and in addressing the challenges of high hazard and radioactive waste management projects. Scott brings a wealth of senior executive leadership and customer partnering experience on DOE cleanup and closure projects across the DOE complex.
Ivan Boatner is the lab’s interim general counsel. He has over 25 years of legal experience in the Department of Energy and government contracting sector. His goal is to provide prompt, proactive, and practical advice to ensure UT-Battelle can effectively achieve its business objectives while mitigating risks and ensuring compliance with laws, regulations, and contracts.
Dr. Bruce Borchers started his education career as an elementary physical education teacher in the Sioux City, Iowa, Community School District. He also has worked as an interim assistant principal and guidance counselor in Iowa City, Iowa, as assistant principal and principal in Mankato, Minnesota, and as associate superintendent of secondary schools for the Anoka-Hennepin, Minnesota, School District. Prior to joining the Oak Ridge Schools, Dr. Borchers was the Superintendent of the Rockwood School District from 2010 to 2013.
Dr. Borchers earned a Ph.D. from the University of Minnesota, and master’s degrees from Wayne State College and the University of South Dakota.
David Bradshaw is the Oak Ridge Area Manager for Pinnacle Financial Partners and Chairman of the Three Roots Capital Board of Directors. Whether through his work at Pinnacle or Three Roots, Bradshaw is passionate about bringing access to capital for rural entrepreneurs and small businesses in Oak Ridge and the greater East Tennessee region.

Gene Patterson is the Community Relations lead at the Y-12 National Security Complex. He works with local government and community leaders on initiatives that impact Anderson County and the area, and he provides guidance to nonprofit organizations on how to best access resources at Y-12.
Gene joined the Y-12 communications team in 2015, after more than 30 years in television news.
Gene has won numerous Tennessee Associated Press (AP) and East Tennessee Society of Professional Journalists (SPJ) awards during his broadcast career, including the National Edward R Murrow award in 2011 for his series, Mission to Africa.
Gene serves on several boards, including Center for Leadership and Community Development (CLCD), ADFAC and East Tennessee Foundation. He is a member the Oak Ridge Chamber Advocacy Committee, the Anderson County Chamber of Commerce board of directors, and the Knoxville Chamber’s Government Relations Committee.
Thomas Tuck is a banking executive with TNBANK. He served as president of the bank since 1995 and in March of 2020 transitioned to part-time employment as part of a leadership transition/retirement. Thomas received a B.S. in Business and Marketing from the University of Tennessee (UT), Knoxville and is a Certified Banker through the School of Banking of the South. Tim’s passion for helping people discover their potential has been a primary motivator over a career that includes 17 years in manufacturing and 10 years focusing exclusively on workforce and workplace development. Five years were spent in the nonprofit sector helping establish new development programs for marginalized audiences and studying the complexities of the greater workforce development system. In 2017, Tim joined UTCIS to assist Tennessee manufacturers with workplace development strategies. In support of these efforts, he facilitates training in problem solving, leadership development, and continuous improvement activities for internal workforce development systems. Tim earned a bachelor’s degree in Business Administration from Tusculum College and from the University of Tennessee, a master’s degree in Educational Psychology focused on adult education.
Dr. Whaley began his college education at Roane State. He earned Roane State’s highest student award, continued his education at Middle Tennessee State University and earned his law degree from the University of Tennessee.
After three years in private practice as an attorney, Dr. Whaley returned to the college in 1997 as program director of the A.A.S. Paralegal Studies program, a position he held until 2010. Since then he has served in positions of successively greater administrative responsibility at the college. He was named dean of social science, business and education in 2002, and in 2010 was promoted to vice president of student learning/chief academic officer. Dr. Whaley became Roane State’s fifth president on November 1, 2012.
Jim Wood joined Y-12 FCU in 2020 as the Chief Lending Officer, bringing over 30 years of CU leadership to their team. Jim has worked in the Tampa, Pittsburgh, Kansas City, and Chicago markets but is excited to return to his East Tennessee roots as he was a graduate of Milligan College out of Johnson City, TN. He is an avid golfer and fan of about any sport. He has relocated to Oak Ridge and is “all in” on the East Tennessee experience…having already completed the bucket list for hiking, zip lining, white-water rafting, and kayaking in his first month. Jim explained he’s glad to be back in the Smokies and is looking forward to serving the Y-12 membership and the communities they serve.
